Postal administrations who wish to use the WWF panda logo are only allowed to do so with the official 
approval and signature of a contract with WWF. According to Groth, there are, however, a number of 
cases where dealers are illegaly using the WWF logo without the consent of WWF. WWF & its main 
philatelic co-partner Groth considers these stamp issues "bogus". 
There are also countries that issue imperforated stamps and De Luxe sheets, which are also not considered 
part of WWF Stamp Collection.
Stamp issues within the WWF programme could include four mint stamps, four official WWF FDCs and 
six illustrated text pages about the species, written by scientists.Anyway, Groth itself includes these
issues in their retail catalogue but without official catalogue numbers.
